Governor Barbour Appoints Kell to Workforce Investment Board
(Jackson, Miss.)—Governor Haley Barbour announced the appointment of Roland Kell, of Pascagoula, to the Mississippi Workforce Investment Board. The Workforce Investment Board is designed to develop and submit a strategic plan for an integrated state workforce development system that aligns resources and structures the system to more effectively and efficiently meet the demands of Mississippi’s employers and job seekers.
“Roland is well-qualified for this role,” said Governor Barbour. “He has extensive engineering and investment experience, and I feel confident he will serve the people of Mississippi well.”
Roland Kell graduated from Leeds University in 1972 with an Honors Degree in Chemical Engineering; he is a Chartered Engineer and a member of the Institute of Chemical Engineers. Kell has been the Refinery General Manager of ChevronTexaco’s Pascagoula Refinery since 2002. Before coming to Pascagoula, Roland served as the Vice-President of ChevronTexaco’s Europe and West Africa manufacturing, supply and trading business. From 1997–2001 Kell was General Manager of ChevronTexaco’s Pembroke Refinery in Wales.
Locally, he serves on the board of directors of the Jackson County Chamber of Commerce. He is a member of the Mississippi Gulf Coast Economic Development Council and the Mississippi Gulf Coast Community College District Workforce Council. Kell also serves on the State Workforce Investment Board, the board of directors of Mississippi Partnership for Economic Development and Mississippi Manufacturers Association, and is a member of the executive committee of the U.S. Oil and Gas Association. He also serves on the Industrial Advisory Board for the University of South Alabama College Of Engineering.
